Human Resources Strategy for Researchers HRS4R

On 4 June 2024, the “Carol Davila” University of Medicine and Pharmacy in Bucharest received the “HR Excellence in Research” award from the European Commission. The award confirms that UMFCD applies the principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers within a transparent, open and merit-based institutional framework.

What HR Excellence in Research means

The award is obtained by implementing the Human Resources Strategy for Researchers (HRS4R) and rests on the 40 principles of the Charter and Code, which promote ethical research, transparent recruitment, career development and a healthy work-life balance. For researchers, it means the same European standard of treatment across all institutions holding the award, and easier mobility. For UMFCD, it supports participation in the European Research Area and access to European funding.

UMFCD’s commitments

The award entails a long-term commitment: implementing and regularly updating the HRS4R Action Plan, transparent recruitment (OTM-R) and equal opportunities, continuous improvement of working conditions and of researchers’ careers, including early-career researchers and doctoral students, and periodic assessments by the European Commission for renewal of the award.

The HRS4R process at UMFCD

The certification followed successive stages: an institutional gap analysis against the principles of the Charter and Code, adoption of the strategy and action plan, assessment by the European Commission, and periodic interim assessments. The documents produced at each stage of the HRS4R project are available below.
