Direction structure

General activities

  • coordinates, prepares and ensures all the works and documents of the staff which materializes in the form of employment and contractual reports of employees, and also activities related to UMPCD staff salaries.
  • establishes and amends the organizational structure of the University by developing organizational chart (with management approval);
  • is responsible for the correct implementation of legal regulations on staff salaries;
  • approves the Payrolls and coordinates their draw up with the legal provisions and curricula, study groups, in compliance with the University rules, on the basis of proposals from the Heads of Departments, with the approval of the Faculty Councils, approval of the Faculties Deans, as well as the approval of the Board of Trustees and the University Senate;
  • ensures the organization of the competitions and function of the Comissions for the selection and promotion of staff, the development of the contests and examinations, checking compliance by employees of legal employment and wage conditions;
  • provides the necessary documentation of University employees for retirement;
  • provides monthly statistical reports, and those quarterly and annual required by the National Direction of Statistics, Ministry of National Education and Scientific Research, Ministry of Health, A.N.A.F., C.N.A.S .;
  • ensures and monitors the preparation of job descriptions for each employee with tasks and duties incumbent on them, completeing and updating them times annually or whenever necessary;
  • ensures that each employee has knowledge of fire safety measures and ensuring safety and health at work through the Administrative Security and Prevention and Firefighting Office and The Compartment for Ensuring Safety and Health at Work;
  • ensures the release of documents regarding the classification of employees, specializations acquired, insurance system (C.A.S.S., Unemployment, A.N.A.F.) at the request of employees and the courts or at the request of other competent institutions;
  • provides input and updates staff data (markers, suspension termination, promotions and any other changes in data contained in individual labor contracts, changes in the personal data of employees) and also of payroll in the Register of the Employees and transmitting them to ITM in terms stipulated by the law.

Objectives

  • projects proposals for drawing up the annual budget on personnel costs;
  • is responsible for the correct implementation of legal regulations on staff salaries;
  • ensures and responsible for drawing up work on personnel movements at University level;
  • ensures the calculation and payment of teaching under “hourly payment ” of vacant teaching posts at the proposal of the Heads of Departments, as approved by the faculty Dean’s opinion , and approved by the University Senate, based on monthly attendance Sheets;
  • responds for the timely and accurate payment of wages and deductions and calculating employees’ contributions units, declaring monthly to A.N.A.F. and their transfer to the State by the Financial Service;
  • ensures and monitors the preparation of job descriptions for each employee with tasks and duties incumbent on them, completing and updating them annually and whenever needed;
  • responds and ensures the establishment of planning the annual rest leave for all employees of the university and aims to record requests for annual leave, study leave, leave without pay on personal grounds, consents, recoveries, etc., approved by the University Management and keeping track of them ;
  • is responsible for verifying periods of leave provided for by Law no. 1/2011 – Law Education for teachers and support staff (travel, specializations);
  • ensures the release of documents regarding the classification of employees, specializations acquired, of the insurance system (C.A.S.S., Unemployment, A.N.A.F.) at the request of employees and at the request of courts or other competent institutions;
  • provides monthly statistical reports, and those quarterly and annual required by the National Direction of Statistics, Ministry of National Education and Scientific Research, Ministry of Health, A.N.A.F., C.N.A.S .;
  • conducts the Payrolls which are submitted for endorsement to the Director.

Objectives

  • provides and prepares all the works and documents relating to personnel which materializes as labor and contractual reports of employees, and documents related to the payment of UMPCD staff;
  • ensures the employment of personnel, promotion, amendment, suspension of individual labor contract, termination of the individual employment agreement, operating all changes approved by the University Management developed through decisions;
  • provides staff framing for the calculation and payment of teaching under “hourly payment” in vacant teaching posts or temporarily vacant, at the proposal of the Heads of Departments, approved by the Faculty Dean as approved by the University Senate;
  • organizes the competitions and operation of the Comissions for selection and promotion of staff, the contests and examinations, checking compliance by employees of legal employment and wage conditions;
  • ensures documentation of required documents and prepares employees for retirement University;
  • ensure the establishment provisions for hiring, termination and suspension of individual labor contracts and changes during their performance, according to Law 53/2003 Labour Code and other legal provisions in the field;
  • provide input and update data plan (markers, suspension termination, promotions and any other changes in data contained in individual employment contracts and changes occurring in the personal data of employees) as well as and payroll in the register of the employees as well and transmitting them to ITM in terms stipulated by legislation;

Objectives

  • is responsible for the correct application of legal provisions on the payment of teachers, support staff and non-;
  • prepares the work on the grant gain of loyalty, the gradations of merit, allowances for management, of the gain for seniority in work and other salary rights provided for by the National Education Law no. 1/2011 with subsequent amendments and regulations, regarding the budgetary staff salaries;
  • ensures the implementation of the provisions of employment, termination and suspension of individual labor contracts and changes during their performance, according to the Labor Code and other laws in the field;
  • ensures and draws up pursuant to Law no. 66/2016 amending and supplementing Government Emergency Ordinance no. 111/2010 on leave and monthly allowance for children, in force since July 1, 2016 and the Law No.1 / 2011 as amended and supplemented, the necessary documents for paid leave for child care until the age of two years and 3 years for a child with disabilities;
  • is responsible for completing and signing collective monthly timesheets and submit them within the statutory period;
  • responds and ensures the implementation of the Annul Planning of rest leave for all employees of the University and aims to record requests for annual leave, study leave, leave without pay on personal grounds, consents, recoveries, etc., approved by the University Management and keeping track of them, providing calculation and payment of allowances for leave in compliance with the legislation;
  • ensures the implementation of the works on personnel movements at University level;
  • responsible for implementing fair and legal disciplinary measures imposed on employees who violate the provisions of Law no. 53/2003 – Labour Code – as amended and supplemented, and the Law no. 1/2011 – National Education Law as amended and supplemented;
  • is responsible for the timely and accurate payment of wages and deductions and calculating employees contributions unit, declaring them monthly to A.N.A.F. and their transfer to the State by the Financial Service;
